Stephen Roy is an accomplished Senior Estimator with extensive experience in construction cost estimation, budgetary control, and value engineering across Atlantic Canada and beyond. Since joining HarbourTown Group in July 2024, Stephen has brought his comprehensive expertise to strengthen the firm’s preconstruction and cost management capabilities.

Stephen’s career spans a wide range of project environments, including luxury long-term care facilities, institutional renovations, commercial buildings, and multi-residential developments, with project values ranging from $100K to over $150M. His meticulous approach to cost estimation and procurement has consistently delivered accurate budgets and identified valuable cost-saving opportunities for clients while upholding rigorous quality standards.

At Design Build Solutions, Stephen maintained budgetary control through comprehensive cost reports and job monitoring for luxury seniors living residences across Nova Scotia, New Brunswick, and Ontario. His responsibilities included producing complete cost estimates, managing the tender process, and implementing value engineering solutions that optimized project budgets without compromising design integrity.

Stephen’s experience at prominent firms including RCS Construction, Gillam Group, and Urbacon has equipped him with a diverse toolkit of estimation techniques across multiple delivery methods such as Design-Build, Lump Sum, and Construction Management. His expertise encompasses a broad construction spectrum, from tenant fit-ups and institutional renovations to new commercial and residential builds.

In addition to his technical acumen, Stephen is a dedicated mentor and team leader, having trained new employees in procurement, project management, and estimating. His collaborative approach and interpersonal strengths foster productive relationships with clients, consultants, and trade partners, ensuring smooth communication throughout the estimation and procurement process.

Stephen holds an Honours Bachelor of Technology (Construction Management) degree from George Brown College, a program focused on the managerial, technological, and practical aspects of construction.

He is a Construction Estimator Certified (CEC) professional, accredited by the Canadian Institute of Quantity Surveyors (CIQS). This designation recognizes professionals with in-depth knowledge of construction methods, pricing, administration, and analysis across all stages of construction. CEC professionals are trained to:

• Price and prepare formal tender submissions
• Manage and coordinate construction projects
• Negotiate contracts and change orders
• Conduct pre-bid negotiations with subcontractors and suppliers
• Measure quantities and verify subcontractor/supplier payments
• Prepare cost forecasts, progress claims, and final pricing records

Stephen is also a LEED Green Associate, equipped to promote and implement sustainable building practices in alignment with environmental and green construction standards, supporting HarbourTown’s commitment to sustainability.
